FIFA Must Act: 3 Million Dogs Marked for Death Ahead of World Cup

As the 2030 FIFA World Cup approaches, disturbing reports have emerged from Morocco, one of the tournament’s co-hosts, accusing authorities of planning a mass culling of stray dogs — estimated at up to three million animals.


Last week, we met with the Malta Football Association to raise urgent concerns about this situation. While Morocco claims to be expanding its Trap–Neuter–Vaccinate–Return (TNVR) programme launched in 2019, animal rights groups on the ground report a far darker reality: street dogs being poisoned, shot, and beaten as part of a brutal “clean-up” operation to make the country appear more appealing to foreign fans.

🚨 A Violation of Animal Welfare

Groups such as Eurogroup for Animals and IAWPC have condemned these practices, labelling them both cruel and ineffective. Mass culling does not prevent rabies or solve overpopulation; in fact, it can make the situation worse by removing vaccinated animals and allowing unvaccinated populations to grow.


Even Dr. Jane Goodall has called on FIFA to intervene, warning that the organisation risks being complicit in animal cruelty if it fails to act.

We’re calling on:


  • Malta Football Association and others to take a clear stand.

  • FIFA to impose strict animal welfare conditions—or reconsider Morocco’s hosting role.

  • Fans and players to use their voices. Some have already pledged to boycott the event.

The World Cup should unite humanity—not come at the cost of innocent animal lives.
